MON 60 subfunction 154B (octal) = 0x6C = 108 dec.
Authoritative purpose (SUBFUNCTION-TABLE.md / 5P-P2-MON60.NPL): DEBUG SWAPPER 5NOPAR (generic).
All addresses are OCTAL ND-100 word addresses, BANK 1, base 0.

Every call site resolves as JPL I <disp> -> EA=P+disp -> bank1[EA] = pointer word
= thunk 146767 (PROVEN by resolving the pointer word).

- INFERRED: the parameter is an ON/OFF flag; the two constant sources (145 / 143 P-relative words, and helper 035034) were not further decoded.
